How a Tow Price Gets Set in Rockford, Illinois

A tow price in Rockford, Illinois is set by four things: how far the car goes, what you drive, what went wrong and where it's stuck. In Rockford, the road you're on moves the job the most. A car on the Jane Addams Tollway is a different job from a car on a city street like Main Street or Kilburn Avenue. The tollway changes how your driver reaches you and where the nearest shop is.

What goes into a Rockford tow price?

Before anyone can lock a price, the dispatcher needs a few answers from you:

  • Where the car is. The road, your direction and the last exit or cross street.
  • Where it's going. Your home, your mechanic or the closest shop that can fix it.
  • What you drive. A small sedan is an easier load than a lifted pickup.
  • What went wrong. A car that rolls and steers hooks up fast. A locked wheel or a crash takes more work.
  • How it sits. Flat on the shoulder is simple. Nose down in a snowy ditch may need a pull out first.

You can't change most of these once you're stuck. You can change two: where the car ends up, and whether it needs a tow at all.

Which Rockford road am I on?

This sounds simple. On the east side of Rockford, it isn't. Two interstate numbers share one road there.

  • I-39 and I-90 together. They run as one road from the Wisconsin line down to the interchange between Rockford and Cherry Valley.
  • The tollway part. The Jane Addams Memorial Tollway starts at the South Beloit Toll Plaza, past the Rockton and Roscoe interchange. From there it heads south and then east toward Chicago.
  • US 20. The Ulysses S. Grant Memorial Highway.
  • City routes. Main Street is IL 2. Kilburn Avenue is IL 70. North Second Street, Kishwaukee Street, Harrison Avenue and 11th Street all carry IL 251.

When you call, say both numbers if you see them on the signs. Then add your direction and the closest milepost. A wrong road name can send a driver to the wrong side of the median.

Why does the tollway change the job?

Your driver has to come from your side

On a divided interstate, a truck can't cross the median to reach you. If you're heading south and the truck is north of you, it's a short trip. If it's south of you, it has to pass you, exit and loop back. That extra driving is part of the job.

The shoulder is a work zone

A driver hooking up on the I-90 shoulder works next to fast traffic. Illinois law lets tow trucks run amber lights at a breakdown. Drivers must move over or slow down for them. That keeps your driver safer, but the hookup still takes care. A car parked flat in a Loves Park lot is a quicker job.

The trip off the tollway adds miles

Who picks the tow truck on the Jane Addams Tollway?

Most of the time, you do. The Illinois Tollway says drivers can call any tow company. You don't have to use the Tollway's own list of companies.

That changes if your car blocks a live lane or sits in an unsafe place. Then Illinois State Police District 15 can have it towed right away by a Tollway-authorized company. You still pay those charges.

Those authorized companies work under maximum rates set with the Tollway. Each truck shows the Tollway seal on its side. The bill comes on a Tollway invoice, and the top rates are printed on the back. The Tollway says it makes no profit from these tows, and it checks that their rates stay fair. If a trooper orders the tow, flip that invoice over and read it.

Can free tollway help save you a tow?

Sometimes, on weekdays. The Tollway runs H.E.L.P. trucks Monday to Friday, 4 a.m. to 8 p.m. Dial *999 from your cell phone to reach them. Twelve of these trucks cover the whole tollway system, so one may not be close.

A H.E.L.P. truck can do these jobs:

  • Change a tire
  • Boost a dead battery
  • Add coolant or give you fuel
  • Move your car away from traffic
  • Give you a ride, or call a tow

Coolant and fuel can carry a small fee. You mail it to the Tollway, because the driver can't take payment. Tips are not allowed. If a H.E.L.P. truck gets you going, you may not need a tow at all. At night or on a weekend, State Police still patrol the tollway around the clock.

What happens if I leave my car on the shoulder?

This is where a small problem gets expensive. Illinois law sets how long a car can sit before police may order it towed:

  • Is my regular shop near where I broke down, or across town?
  • Could a shop in Loves Park, Machesney Park or Belvidere do the work?
  • Do I need it at a shop, or can it go home for now?
  • Is the shop open, or will the car wait in their lot?

What rules cover a breakdown tow in Winnebago County?

Illinois has a Commercial Safety Towing Law for damaged or disabled cars. It covers just five counties: Cook, DuPage, Kane, Will and Winnebago. Most of Rockford is in Winnebago County.

In those counties, a company that tows a crashed or broken-down car must register with the Illinois Commerce Commission. The ICC has a complaint form for these tows on its website.

Here's the catch. A federal court ruled that some consumer parts of that law are preempted by federal law. The ICC says it can't enforce the rules that required owner consent after a pre-tow disclosure, an itemized invoice on demand, and taking credit cards. So in Rockford, the ICC can't make a breakdown tow company put the price on paper. Get it in writing yourself, before the car is hooked up.
