Washington treats the road around a working tow truck as an emergency zone. Under RCW 46.61.212, that zone covers the lanes next to the truck, 200 feet before it and 200 feet after. It also covers other roadside assistance vehicles with 360-degree warning lights.

On a highway with four or more lanes, drivers have to slow down and move out of the lane beside the truck when they safely can. When they can't, they must slow to at least 10 mph under the limit. Where the limit is over 60, they can't go faster than 50. Speeding tickets in the zone cost double.

That protects your partner while they hook up your car on I-90. It won't stop a driver who isn't paying attention, so stay in your car with your belt on, or get well away from the lanes.
