Towing in Regina: Ring Road, the Bypass and Lewvan
Regina sits on a broad, flat, treeless plain, and the wind has nothing to stop it. Here are the main roads, and what to do on each.
Ring Road
Ring Road loops around the north, east and south sides of the city at 100 km/h, with 13 interchanges. Lewvan Drive and Pasqua Street act as the west side. Interchanges include Albert Street, Wascana Parkway, Arcola Avenue, Victoria Avenue, Dewdney Avenue, Ross Avenue, McDonald Street and Winnipeg Street. The Regina Bypass
Highway 1 now officially follows the Regina Bypass, a 44.3 km four-lane highway south and west of the city that links the Trans-Canada with Highway 11. It runs west of the airport and meets Highway 1 again east of town near Tower Road. The limit is 100 km/h. If you stop on it, get as far right on the shoulder as you can.
Highway 11 and Highway 1 out of town
Highway 11, the Louis Riel Trail, heads northwest to Lumsden and on to Saskatoon. Highway 1 east to Balgonie is the longest freeway section in Saskatchewan, and west to Moose Jaw it carries the name Highway of Heroes. A dead engine out there is a tow job, so tell us the nearest overpass or town.
The Ring Road rail crossings
Past the McDonald Street interchange, Ring Road has two light-controlled railway crossings, not overpasses. Evening rush hour often backs traffic up there. If your car quits in that line, turn your hazards on and stay in your seat. Never stop on the tracks. If you're stuck on them, get out, move well away and call 911.

Prairie Wind, Blowing Snow and Whiteouts
In Regina, the cold and the wind cause as much trouble as the snow. Environment Canada's 1981 to 2010 normals for Regina International Airport show about 100 cm of snow a year, but blowing snow on about 19 days. The average January low is about minus 20 C. Lows fall below minus 30 C on about 12 days a year, and wind chill drops below minus 30 on about 39.
Saskatchewan's driver handbook describes a whiteout as the moment when "the sky, horizon and ground blend into one." If one hits while you're on the Bypass or Highway 11, here's what to do:
- Stay with your car. The handbook is blunt about it. Many people die when they leave their vehicles to walk for help in a blizzard.
- Get off the travel lanes. Pull onto the shoulder as far right as you can, hazards on. Never stop on the traveled part of a freeway.
- Check the Highway Hotline. The province's Highway Hotline shows road conditions on a map, and you can dial 5-1-1. Its maps are updated three times a day, or more when conditions change.
- Mind the battery. After a night below minus 30, a weak battery may only click. That's a jump start, and you can wait in a warm spot while the truck comes.
Summers swing the other way, with about 16 days a year above 30 C. Heat can finish off a battery that barely made it through winter.
Regina Snow Routes and Saskatchewan's Slow to 60
Slow to 60 for tow trucks
When a tow truck is stopped on the roadside with amber, or amber and blue, lights flashing, drivers must slow to 60 km/h to pass. On a divided highway it doesn't apply to traffic going the other way. On an undivided road, it does. The rule is in the SGI driver's handbook.
Snow routes
Snow routes are marked with blue signs and a white snowflake. When the city declares one, after at least 5 cm of snow, you can't park on it for 24 hours, 6 a.m. to 6 a.m. Cars left there get ticketed. Check the City of Regina snow routes page.
Private lots
Regina's traffic bylaw says you can't park on private property without the owner's express consent. Read the signs before you leave your car in a lot that isn't yours.
If the city seized your car
To get it back, you pay outstanding fines plus the towing fee and daily storage. That's a city process, not a roadside call. If the car won't start once it's yours again, call us.
