Winnipeg Impound Lot: Find Out Who Took Your Car Before You Go

In Winnipeg, the first question is not where the lot is. It's who took your car. A parking tow by the City goes through 311. A police seizure under Manitoba's Highway Traffic Act runs through the Vehicle Impoundment Registry, and it needs a release form before any lot lets the car go. Call 311 first. If it wasn't the City, call the police non-emergency line at 204-986-6222.

Why does it matter who towed my car in Winnipeg?

Each kind of tow has its own rules, its own paperwork and its own wait. Show up at the wrong counter and you lose a morning. Show up without the right form and the lot can't hand over the keys.

Here are the three tows Winnipeg drivers run into most:

Who took itWhyWho to call first
The City (Winnipeg Parking Authority)Parking ban, illegal parking, blocking traffic311
Winnipeg Police ServiceThe driver was suspended, prohibited or impairedVehicle Impoundment Registry, 204-945-4454
Someone else, like a property ownerParked where you weren't allowed311 can try to help you find it

Sentinel doesn't do impounds or parking tows. We can't find, release or pay for a car on a lot. This guide is here so you get to the right place on the first try.

How do I find a car the City towed?

Call 311. The Winnipeg Parking Authority says it will know if its own staff removed your car. It may also be able to help if someone else removed it. Have your plate number ready when you call.

City tows are done by a local towing company on contract to the City. The tow fees go to that contractor. So ask 311 three things before you leave home:

  • Which compound has the car, and where is it?
  • What are its hours today?
  • What ID, papers and payment does it take?

Here's a rule many drivers miss. If you have unpaid parking penalty notices, the Parking Authority says your car can be towed and impounded right away for one more parking offense. Clear old tickets before they turn into a tow.

Was it a winter parking ban?

From November to the end of April, this is the most common reason a Winnipeg car vanishes overnight. On streets signed WINTER ROUTE or SNOW ROUTE, a ban means no parking from 2 a.m. to 7 a.m. Cars left there risk a ticket and a tow to the towing company's compound. Temporary "no parking" signs work the same way.

A snow emergency is different. The City issues no tickets under that ban. It tows cars out of the plows' way to nearby spots instead. So your car may be a few blocks over, not on a lot at all. Ask 311 where it went.

What if I think the City towed me by mistake?

Keep your tow receipt. The Parking Authority says you can ask for a refund by contacting 311 or by visiting its office at 495 Portage Avenue. You must give a copy of the tow receipt with your request. Get the car back first, so storage doesn't keep adding up while you argue.

What if police seized my car?

This is a bigger deal than a parking tow. Under section 242.1 of Manitoba's Highway Traffic Act, police can seize a car when the driver is suspended, prohibited, impaired or refuses a test. The car is then held for a set time. The Vehicle Impoundment Registry, part of Manitoba Justice, oversees it. Its job includes deciding if the seizure was legal, issuing release orders and making sure police and garage keepers follow the law.

How long will the car be held?

  • At least 3 days for a blood alcohol content of .05 or higher, or alcohol while under an alcohol prohibition.
  • At least 30 days if the driver was suspended or prohibited, or at .08 or higher.
  • At least 60 days for over .16, or for refusing a test.

The hold gets longer if the car's registered owner had a seizure under this law in the past five years. In that case, the Registry mails a Notice of Extended Period of Impoundment with the new release date.

How do I get it back at the end?

The lot won't release the car on your word alone. You must give the garage keeper one of two papers:

  1. A Request and Order for Release. The police agency that seized the car issues it when the hold ends. For a Winnipeg Police Service seizure, you pick it up at 245 Smith Street.
  2. An Order of a Justice. You get this if a Justice cancels the hold or shortens it. Take it to the police agency that seized the car.

Can't go yourself? The Registry says the owner can name someone else in a signed letter. Attach a copy of your driver's license to it.

Can I get my car out early?

Sometimes. It depends on who was driving and why.

You own the car, but someone else was driving. You can apply for a hearing to ask a Justice to cancel the hold. In Winnipeg, go to the Law Courts Building at 408 York Avenue, counter 100D. Bring your copy of the Notice of Seizure and a piece of ID. There is a fee to apply. The Registry says the hearing date is about two business days later.

You own the car and you were driving. You can apply only if the charge was driving while suspended or prohibited. For the impaired and refusal charges, you can't.

The car was stolen. If it was stolen and the driver was charged, the Registry says it can be released right away. Call the Registry to start.

You think it's a mistake. Maybe you weren't really suspended. Or you were simply unlicensed, which the Registry treats differently from suspended. Call 204-945-4454 (or 1-866-626-4862, ext. 4454) as soon as you can. If the Registry agrees the seizure was wrong, it issues an Order to Release so you can pick the car up right away. In the unlicensed case, the owner still pays the towing.

What will it cost, and what if I wait?

For police seizures, Manitoba sets the charges in Regulation 243/89 under the Highway Traffic Act. It covers towing, storage and a provincial administration fee. The rates are adjusted for inflation every April 1. Storage is charged per day after the first day. The Registry posts the current table on its Towing and Impoundment Fees page.

So every day the car sits, the bill grows. And there's a hard end point. If the towing and storage owed grow larger than the car is worth, the garage keeper can ask the Registry to transfer ownership of the car or auction it under the Garage Keeper's Act. Don't let an older car sit.

What if the car won't start when I get it back?

A car that sat outside through a few Winnipeg nights often has a weak battery. Tires can lose air in the cold too. That's where we come in, once the lot has released the car to you.

  • Battery dead in the compound? Ask for a jump start.
  • Damage from a crash, or it simply won't run? Book a tow to a repair shop.
  • An unregistered car? The Registry says the owner can claim it once it's registered, or after arranging to have it towed away. Have your release papers in hand first.

When you call, tell us the lot's address and that the car is already released. That helps your driver find you and get in the gate. If the car dies again on the way home, pull right, turn on your flashers and stay out of live lanes. If anyone is hurt, call 911 first.

Here's how Sentinel Towing works. We're a towing and roadside network, not a tow company. A vetted local partner tow company does the job. We text you a locked price before anyone is sent. Then we check on you by text until help arrives. That's our Stay-With-You Promise. Our Winnipeg towing page covers the city's roads and winter rules.

Winnipeg Impound Questions

My car is gone from a Winnipeg street. Was it stolen or towed?

Check before you report it stolen. Call 311 first, since the Parking Authority knows if City staff removed it. In a winter ban or a snow emergency, it may be on a compound or just moved nearby. If 311 has no record, call police at 204-986-6222.

Can I pick up a police-seized car before the hold ends?

Only with an Order of a Justice or an Order to Release from the Registry. An owner who wasn't driving can apply for a hearing at 408 York Avenue. A wrongful seizure is handled by calling the Registry at 204-945-4454.

Can a friend pick up my impounded car for me?

For a police seizure, yes, with a signed letter from the owner naming them. Attach a copy of your driver's license. For a City tow, ask 311 what the compound needs first.

Can Sentinel get my car out of the impound lot?

No. Sentinel doesn't do impounds, and only the lot can release your car. Once it's released to you, a partner can jump it or tow it to a shop if it won't drive.
