What Rochester's Inner Loop Adds to a Tow Price

In Rochester, the Inner Loop itself adds little to a tow price. Distance does the work. Your driver travels out to you, then your car rides to a shop or home. The Inner Loop is a short road wrapped around downtown, with its exits close together, so both trips tend to be short. Break down on I-490 past the Can of Worms, out toward Pittsford or Victor, and each trip gets longer. What you drive, where the car sits and where it goes do the rest.

What is left of the Inner Loop today?

Less than most people think. The Inner Loop now forms a "C" around downtown. It starts at I-490 exit 13, next to the ballpark west of downtown. It swings north, crosses the top of downtown, then ends at a traffic light at East Main Street and University Avenue.

Only the part north of I-490 is still signed "Inner Loop", with orange markers. That stretch is about a mile and a half long. East of Joseph Avenue it drops below street level and runs through a cut. Down in the cut there is no side street to coast onto. The ramps are the only way in or out.

The old east side is gone. The city rebuilt two-thirds of a mile of it, from Monroe Avenue to Charlotte Street, as a normal street. Union Street was widened to take its place and was finished in December 2017. So if your car dies "on the Inner Loop" near East Avenue, you are on Union Street, at a light, with a curb beside you. That is an easier spot for a car tow than the cut. The city plans to turn the rest of the loop into streets too. That project, Inner Loop North, is still in design, and the road is open as usual.

Which exit are you near?

The remaining loop has only a handful of exits, west to east:

  • State Street. Westbound exit and eastbound entrance.
  • Joseph Avenue, Clinton Avenue and St. Paul Street. The downtown exit at the top of the loop.
  • Scio Street. Eastbound exit and westbound entrance.
  • Union Street. Eastbound exit and westbound entrance, just before the loop ends.

Tell us the last one you passed and which way you were heading.

Why is a tow from the Inner Loop usually a shorter job?

Every tow has two legs. First, your driver comes to you. Second, your car rides to where it is going. Both legs count toward your price.

Inside the loop, the second leg is short in almost every direction. Downtown sits in the middle of the city, and the I-490 exits through downtown come fast. Exit 13 for the Inner Loop, exit 14 for Plymouth Avenue, exit 15 for South Avenue and exit 16 for Clinton Avenue span a little more than a mile, end to end. Brighton, Irondequoit, Gates and Greece all touch the city line. A shop in any of them is a shorter loaded trip than one from the far suburbs.

One thing can make a downtown job harder, not longer. In the cut east of Joseph Avenue, your driver works beside moving traffic. If your car still rolls, take the next exit and stop on a surface street. If it won't, stay buckled in with your hazards on. Our post on breaking down after dark near the Can of Worms covers the safety side.

What changes past the Can of Worms?

Distance, mostly. The Can of Worms is exit 21 on I-490, on the Brighton line, where I-490 meets I-590 and NY 590. It sits about four miles east of the Inner Loop exit. From there the exits spread out and the towns get farther from downtown. The mileposts on I-490 tell the story:

Say your battery dies in a lot near Eastview Mall in Victor. If the car needs a tow back to your mechanic in the city, that loaded trip alone is about 15 miles of I-490. The job is simply bigger than the same dead battery on State Street.

You can't control where your partner starts from. You can control where the car ends up. A shop in Pittsford or Victor keeps a Victor breakdown short. A shop in Gates does not.

Past exit 29, I-490 ends at the Thruway. On I-90, only authorized Thruway garages may service a disabled car, and emergencies go to 911. Our New York towing page explains that rule. Off the Thruway, a Sentinel partner can come to you.

Is there construction out there right now?

Yes, in two places on this route. Both are state bridge projects.

I-490 over the Erie Canal in Perinton

NYSDOT is replacing the bridges that carry I-490 over the Erie Canal and Kreag Road, between exit 26 and exit 27. The westbound bridges are being rebuilt in 2026. The state kept two lanes open each way for the 2026 season, with reduced speeds, and closed the westbound on-ramp at exit 27 for the whole season. All work is due to finish by fall 2027.

I-590 at Monroe Avenue in Brighton

Just south of the Can of Worms, NYSDOT is replacing the two I-590 bridges over Monroe Avenue and fixing the spans over Allens Creek Road. I-590 normally has three lanes each way. During the work it has two. The Monroe Avenue entrance ramp to I-590 South and the I-590 South exit ramp to Monroe Avenue, exit 2B, are closed. Other ramps close for days at a time. This project runs through fall 2028.

A closed ramp can force a detour to reach you, or to get your car out. Tell us if you see cones, a closed ramp or a lane shift. We price the real route, not the map route. Check 511NY before you drive out that way in the dark.

What if my car dies in a downtown garage?

Downtown has several city garages, and most of them are low.

  • Genesee Crossroads Garage, 69 Andrews Street: 6 feet of clearance.
  • Sister Cities Garage, 28 North Fitzhugh Street: 7 feet.
  • South Avenue Garage, 39 Stone Street: 7 feet.
  • High Falls Garage, 240 State Street: 9 feet 6 inches on the ground level, 7 feet on every level above.

Most flatbed trucks are taller than that. A wheel-lift truck may fit. A flatbed may have to wait at the exit. Tell us the garage name and the level you're on, and we pick a truck that fits before we send anyone.

The good news: a car that won't start in a garage is often a jump start, not a tow. A boost happens right there in the stall, so the ceiling never comes up.

What else moves a Rochester tow price?

  • What you drive. An all-wheel-drive SUV or a light pickup often needs a flatbed. Sentinel handles cars, SUVs, minivans and light pickups only.
  • What went wrong. A click with no crank is often a battery. A blown tire is a spare tire change if you have a good spare. A loud bang and smoke means a tow.
  • Where the car sits. On a shoulder is one job. Nosed into a snowbank on a side street is a winch-out first. Rochester averages about 99 inches of snow a year, and the city generally does not salt residential streets, so side streets stay slick long after the main roads are wet.
  • Where it goes. The longer the loaded trip, the bigger the job. You pick the drop-off. Home tonight and a shop tomorrow is a fair plan.

None of that is posted online as a number. Your price depends on your job, and it comes by text before anyone is sent.

What if a Rochester police officer stops behind me?

City policy says an officer may help a stranded driver contact a repair shop or a tow service. If you have no preference, the officer may call a city-contracted tow company, and you pay for it. So if you have already called us, say so. Sentinel does not take police rotation calls or impound tows. If your car has already been towed, our Rochester impound guide walks you through getting it back.

How does Sentinel price a tow in Rochester?

Sentinel Towing is a towing and roadside network. A vetted local partner tow company does the job. You tell us where the car is, what you drive and where it should go. We text your price before anyone is sent, and that price is the most you pay for the job. If the job changes, we text a new price first and you decide. Then we stay with you by text until help arrives, and you can track your truck on a map. That is the Stay-With-You Promise. For the rest of the map, from Charlotte to Henrietta, see our Rochester towing page.

Inner Loop Tow Price Questions

Is a tow from downtown Rochester a shorter job than one from Pittsford?

Usually, yes. Distance is the biggest piece of a tow price, and downtown is close to everything. But your vehicle, what went wrong and where the car goes matter too. Your exact price comes by text before anyone is sent.

My car died on the Inner Loop near East Avenue. Is that still the expressway?

No. The east side of the loop was rebuilt as Union Street in 2017. You're on a city street with traffic lights. Give us the nearest cross street and your driver can pull up beside you.

Can a tow truck get into the South Avenue Garage?

The ceiling is 7 feet. Most flatbeds are taller, so a wheel-lift truck is the usual answer. Tell us the garage and level when you call. If the car just won't start, a jump start right in the stall may be all you need.

Is I-490 near Bushnell's Basin still a work zone?

Yes, through fall 2027. In 2026 NYSDOT kept two lanes each way with reduced speeds between exits 26 and 27 and closed the westbound on-ramp at exit 27 for the season. Check 511NY before you head out.
