Wisconsin's move-over law, in brief
Under Wis. Stat. 346.072, when a roadside service vehicle, such as a tow truck flashing red lamps, or a disabled vehicle is stopped on or within 12 feet of the road, approaching drivers must leave the nearest lane if there are at least two lanes their way and it's safe. If not, they must slow down and stay slow until they're past.
Your car counts as disabled if it has hazards, flares or other warning devices out, or people visibly with it. Drivers who break the rule also face a license suspension. Check 511WI for road conditions.

I-94 is Wisconsin's longest Interstate, with about 348 miles across the southeast, the middle of the state and the west. I-43 runs from Beloit through Milwaukee and up the Lake Michigan shore to Green Bay. I-41, added to the Interstate system in 2015, runs from the Chicago area to Green Bay, and I-39 heads north toward Wausau, ending about six miles south of the city.
Snow is the big variable. The southern part of the state averages around 40 inches a year, while the Lake Superior snowbelt can get up to 160. The state's record low, 55 degrees below zero, was set at Couderay in 1996. A night like that can leave a car needing a jump start. A snowy back road can leave one needing a winch-out or a tow.
